Anyone Can Balance the Budget, Right?

It seems that everyone in Washington, and abroad, believes that they have the best idea for balancing America's budget. Ideas like cut welfare, reduce the military, freeze spending, no universal health care, end tax cuts, and so on seem to be shouted from every crevice and corner of the country.
